A black frame (I assume that is what you are referring to) is actually
additional visual information, as opposed to the lack of it.  It creates
a kind of visual discord (subject/ground and all that jazz).  What I have
been refering to (visual persistance) is how the eye decodes the absence
of visual data, for example the light bulb overhead which is actually not
a constant source of light, but one which is subject to the 60 CPS
properties of AC, yet it appears to be constant.

Sometimes when there is not a black frame, I can still detect a motion
problem with a missing frame, but ONLY if the subject motion was fast
enough to result in a substantial positional difference of the subject in
two sequential frames.  (it's late, I'm tired.  I hope that made sense ;))
